Job Description

Basic Function:
Play an integral role on a team dedicated to developing and sustaining processes for complying with Federal Reserve Comprehensive Capital Analysis and Review (CCAR) including data collections, reporting requirements and relevant analyses.  Be actively involved in ensuring consistent reporting across numerous Federal Reserve reports (FR Y-14 series) as well as the accuracy, integrity and timely filing of the FR Y-14 reports. 

This position will be responsible for streamlining ongoing activities and assuming the lead role in the assessment, planning, coordination, and implementation of defined projects that support service, productivity, and improvements and that support the operational processes and governance surrounding FR Y-14 data collections and reporting, capital planning, and company-wide data, compliance and risk management matters and initiatives. Represent  CCAR operations team in cross functional, high visibility projects involving business partners outside of the department.  Assist in the review of work performed by junior staff members.  Complete significant and often complex tasks relating to regulatory reporting.

Responsibilities

Coordinate and support processes related to Fed FR Y-14 data collections, including overseeing and reviewing work prepared by junior staff.

Liaise with internal stakeholders of FR Y-14 submissions (primarily line of business owners, key stakeholders and Technology business partners) concerning data quality matters or issues identified during production cycles.

Establish and uphold internal controls within CCAR Operations over production processes, including ongoing review, validation and/or maintenance of procedure documentation.

Liaise with external parties of FR Y-14 submissions (Federal Reserve Bank staff and/or Fed-Aggregator staff) concerning requirements, issue remediation and clarification of published submission guidance.

Improve existing processes and implement new processes within and outside of the department that enhances efficiency and effectiveness and that mitigates or minimizes risk such as assisting junior staff and/or Technology partners in developing, validating and implementing automated data quality rules pertaining to the FR Y-14 schedules.

Adhere to bank-wide technology change management practices; including support of project/change requests and  requirements; and conducting User Acceptance Testing (UAT) as it relates to the FR Y-14 schedules; including defect identification and resolution, and the capture of evidential matter in support of testing conclusions.

Participate in a broad range of activities related to regulatory reporting and analysis including FR Y-14 series and internal management reports. Prepare and review accurate reports supported by workpapers or other evidential matter.

Participate in and at times direct special projects relating to regulatory reporting for all levels of management. Interpret new regulatory guidance, including technical instructions, relative to applicable regulatory reporting and the banking industry.

Work independently on assignments with minimal supervision.

Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Identify risk-related issues needing escalation to   management.

Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.

Experience & Education

Bachelor’s degree and a minimum of 4 years related business line experience or in lieu of a combined minimum of 8 years higher education and/or work experience

Proficient in spreadsheet software.

Strong knowledge of PC financial and data software applications.

Ideal Qualifications:

Ability to both work independently and as part of a team.

Skilled in problem-solving evaluating alternative solutions to issues and determine the most appropriate solution.  

Attention to detail, especially in the testing and verification of data, and producing clear, concise and defendable supporting documentation.

Exceptional verbal and written communication; including ability to clearly articulate a position to others including senior management.

Ability to focus and to clearly organize work and thoughts to efficiently to complete assigned tasks; including working on several tasks or projects simultaneously.

Ability to analyze data and identify trends, variations or other factors for further investigation and/or follow up.

Experience in directing projects and in supervising others, including review of work prepared by junior staff members.

Complementary skills considered a plus: Working knowledge of Visual Basic for Applications (Excel/VBA), Excel (tables and moderately complex formula building); Knowledge of various data file formats (.XML, .CSV, .TXT); Familiarity with Informatica Analyst (data profiling), SQL, SharePoint (administration), Tableau, Lombard AgileREPORTER, Reporting Central and/or IntraLinks (Federal Reserve portals), as well as a familiarity with other financial reporting software and/or other bank specific systems.
