Job Description


The FR Y-14 (CCAR) Operations Team is responsible for the timely and accurate filing of the FR Y-14M/Q series of reports to the Federal Reserve (Fed). This also includes overall process governance, defect management, internal/external data quality (i.e. edit check) analysis and oversight. This role will primarily support data quality analysis of Fed defined edit check rules.

Support is defined in a number of ways, including, but not limited to:

•           Execution and analysis of edit checks on FR Y-14M/Q/A submission data.

•           Technical maintenance and coding of internal data quality rules. 

•           Act in a liaison capacity between Technology personnel and business teams who are responsible for/owners of their respective FR-Y14 schedule.

Facilitates moderately complex technical projects from proposal through post implementation. Participates in meetings with internal application owners to identify their requirements in application look and feel to the end user and provides appropriate feedback. Writes and executes test scripts for assigned applications or systems. Coordinates implementation and post-implementation process, documentation and deliverables in identifying impact before and after application changes. Completes various system testing activities not covered by clients completing User Acceptance Testing (UAT) or other teams.

Prepares thorough and accurate functional specifications for assigned projects, test plans, test scripts and execution of test scripts and completes research analysis of moderately complex data to ensure functional design of assigned projects is accurate. Serves as mentor to less experienced staff and assists in application training, research analysis and project methodology consultation.


Independently, or with minimal supervision, translate rule-based logic ('pseudo-code') provided by the Fed into VBA and/or Excel-based formulas in a timely manner.

Validate internal edit check results against Fed results to ensure internal edit check rules accurately reflect Fed-prescribed rules (Back-testing and Rules Maintenance).

Perform data quality edit checks on a recurring basis.  This includes evaluation and communication of results to the appropriate business partners for correction and/or approval.

Maintain an inventory of rules and results templates, including response to inquiries from Technology team regarding issues that occur during rule development.

Support testing and implementation of edit check rules into the Enterprise Data Warehouse.

Maintenance and execution of reporting that identifies data gaps within specific FR Y-14 reports.  This includes offering potential solutions to enhance current reporting.

Act as a liaison between Technology and business teams to ensure timely FR Y-14 submissions.  

Document desk-level processes and procedures, identify and mitigate risks and outline controls.

Perform other related assignments as requested by management, which could include the production of additional reports on a timely and ad hoc basis.

The position is responsible for non-routine projects under very general supervision.

The position interacts with internal bank personnel on various projects, including various levels of management.

Lead moderately complex technical VBA projects.

Meet with internal application owners/users to discuss requested application changes related to enterprise-wide or business initiatives, compliance/regulatory requirements or system maintenance (business as usual [BAU]) ensuring a thorough understanding of specifications. Participate in design discussions and write functional specifications for application changes for moderately complex projects; review and revise specifications with owners/users until agreement and signoff are achieved.

Review business requirements to ensure understanding of project. Prepare test plans based on functional specifications. Manage and execute test plans and verify changes and enhancements work and perform as expected and required.

Work with peers to determine impact application changes have on other systems or workflow/processes.

Participate in integrated testing as required to identify any application issues prior to changes being put into production. Monitor functional specifications and change requests to ensure project stays within scope and meets regulatory requirements, while ensuring adherence to business requirements. Ensure procedure documentation is up-to-date and followed to comply with audit standards and regulatory requirements.

Ensure efficient and timely resolution of issues arising from testing or implementationto ensure expected performance.

Coordinate post-implementation follow-up related to application changes by getting feedback from application owners/users and resolving any resulting issues.

Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Identify risk-related issues needing escalation to management.

Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.

Complete other related duties as assigned.


The position has direct interaction with internal business clients on a regular basis for moderately complex projects. The position has no supervisory responsibilities but may assist in the development of less experienced team members.



Minimum of an Associate’s degree and 3 years’ operational/business analytics experience, or in lieu of a degree a combined minimum of 5 years’ higher education and/or work experience including a minimum of 3 years’ operational/ business analytics experience.

Proficiency with personal computers as well as pertinent software packages. Capable of working on multiple projects of moderate complexity.

Ability to effectively use project management, word processing and spreadsheet applications. Proven problem-solving skills to assist in issue resolution.

Familiar with application development software and hardware platforms. Proven verbal and written communication skills.

Proven organizational and time management skills. Proven lateral thinking skills.

Proven presentation skills.

Ability to coordinate between Applications and business units. Ability to recommend and implement systems solutions.



Proficiency in Visual Basic for Applications (VBA) and MS Excel is highly desired and preferred.

Ability to design, maintain and validate moderate-to-complex spreadsheets and Excel-based VBA applications with strong attention to detail. Build simple to complex rules-based logic into effective formulas.  Experience using nested Excel 'IF' functions and other functions for logical, lookup, reference, data-type conversion and error handling is required.

Working knowledge of SQL and/or experience with Teradata a plus.

Skilled use of Windows/PC software, primarily MS Office applications with emphasis on Excel.

Experience with SharePoint, Tableau, Informatica Analyst or other data-profiling software also a plus.

Ability to work in a team environment as well as autonomously.

Ability to multitask for various components of moderately complex projects. Ability to determine and achieve project milestones and delivery dates.
