Manager Description:
The Risk and Regulation Compliance Technology department is mandated to design and develop the end to end framework and technology platform with help from its partners, and implement the control & governance structure to support all on-going and future risk and regulatory initiatives at M&T bank and its affiliates. This mandate stretches across enterprise-wide risk and regulatory initiatives such as CCAR, LCR and associated 2052a & NSFR, AML/BSA, Capital Adequacy, Credit Risk, Profitability and others. The over-arching theme is to develop a robust, unified, scalable & extendable platform across all business lines using consistent data, analytics, work flow and process engineering, and reporting.
The successful applicant must have demonstrated hands-on experience in developing the integrated business logic. This role will ensure all flows in various projects come together logically and functionally and in that capacity will interface with the business, help keep standards for functional requirements and software specifications working closely with software development managers and architects ensure a scalable and cost efficient architecture consistent with M&T’s technology direction. The candidate will develop partnerships with Risk, Regulatory Compliance, Finance, Treasury, business lines and methodology teams to define key functional requirements. He/ She will manage and work as part of a distributed development team in the United States and elsewhere.
  • Define and articulate the evolving functional architecture of the risk and compliance technology platform.
  • Lead multi-disciplinary team of business analysts and developers defining functional requirements and specifications for major risk and initiatives.
  • Define and articulate data, calculation, aggregation and reporting requirements.
  • Design and implement a scalable platform working in conjunction with software architects.
  • Contribute to business growth by ensuring cost efficiency of the platform proactively chase application portfolio optimization opportunities including retiring applications, optimizing vendor spend and infrastructure costs.
  • Aggressively act as a change agent while adhering to all enterprise governance processes for IT investments and project management approaches.
  • Promote innovative and improved methods to enhance the platform in an efficient and cost efficient manner.
  • Define best of breed platform leveraging existing components and potential vendor components.
  • Evaluate vendor products for relevant parts of the platform.
  • Build and manage team. Recruit highly motivated, dynamic and knowledgeable risk technology professionals.
  • Provide leadership and direction in fostering a high performance work environment.
  • Spearhead and guide team through change, proactively retaining critical talent and managing capacity of critical skill sets in order to meet transformation needs and achieve strategic goals.
  • Responsible for Performance Management of the team, including ensuring development plans & performance reviews especially to ensure top & bottom employees are particularly actively managed.
  • Drive communication and performance within the team, to ensure a broad understanding of strategic goals, and how they relate to team and individual objectives.
  • Demonstrate a strong personal commitment to individual development, productivity and achievement.
  • The candidate works under highly stressful conditions. Due to the complexity and evolution of risk and finance technology landscape the candidate must resolve urgent issues within tight deadlines. The profile of the outcomes are very high, particularly with senior management, regulators and internal audit.

  • Extensive hands on experience in designing and implementing risk and finance systems at banks and/ or financial institutions.
  • Detailed understanding of financial products and financial theory. Extensive experience interacting with risk, compliance, finance and IT professionals at a senior level.
  • Knowledge and appreciation of what peer banks are accomplishing in the risk and finance technology space is a plus.
  • Demonstrated leadership experience building and managing multi-disciplinary teams in developing/implementing risk and compliance software platforms at major financial institutions.
  • Strong interpersonal and teamwork skills and ability to influence through collaboration.
  • Demonstrated experience in effectively leading others, both through direct report relationships as well as indirectly influencing without direct authority.
  • Detailed understanding of risk and models. Strong quantitative background to enable collaboration with quantitative teams to implement risk and finance systems.
  • Experience building large scale software platforms for risk and finance.
  • Strong verbal and written communication skills to deal with internal and external constituencies, including senior business leaders, risk, finance and technology counterparts at M&T, regulators and industry representatives.
  • Demonstrated ability to articulate technical matters to a variety of technical and non-technical stakeholders effectively.
  • Ability to handle multiple tasks, take on new responsibilities and prioritize work in a deadline-intensive environment.
  • Flexible thinking and ability to work under tight timelines.
  • Experience in leading and facilitating organizational change.

Minimum of an Associate’s degree and 8 years’ application development lifecycle experience, or in lieu of a degree a combined minimum of 10 years’ higher education and/or work experience, including a minimum of 8 years’ application development lifecycle experience.Proficiency with personal computers as well as pertinent software packages.
Capable of working on multiple projects of a complex nature.
Ability to effectively use project management, word processing and spreadsheet applications.
Experience on large system enhancements, conversions and production problem resolution.
Complete understanding of the system development life cycle including Agile approaches
Excellent problem-solving skills to assist in issue resolution.
Familiar with application development software and hardware platforms.
Ability to understand business(es) supported and its’ terminology.

Master’s degree.
Extensive application and product knowledge experience with skills, application(s) and functions of technology area led.
Oracle/OFSAA experience
PFT Modeling
PCMCS Configuration knowledge
Subject Matter Expert understanding of applications supported with an advanced knowledge of interfacing/integrated applications.
Understanding of multiple business area’s functions.
Proven mentoring and leadership capabilities Experience with skills, application(s) and functions of technology area.
Good understanding of the Bank’s application framework.
Aware of the Bank’s business plan and strategic objectives with the ability to shape direction.
