Job Description

FUNCTION:
Manages a Business Data Governance strategy that controls business information life cycle needs to support revenue functions, cost efficiency, service quality and risk management goals.  Informs and executes data governance strategy by working directly with senior management, specialty lines of business and Technology to ensure alignment.
Participates on the Enterprise Data Steward Council to promote awareness, standards and collaboration across the organization.  Maintains on-going attention to the regulatory and second lines of defense environment to ensure that business line data conforms to regulatory and compliance standards.
The Data Steward is a subject matter expert of the data who is accountable for effective management of data within the business, ensuring that data is managed according to MTB Policies and Standards.
 
POSITION RESPONSIBILITIES:
Define the scope and priorities for developing, deploying and/or improving data management standards, policies, and processes to enhance the quality and completeness of the business line’s data.  Define key risk indicators for data management and ensure business unit compliance with data related policies, roles and responsibilities and standards.
Translate business strategies into actionable business-oriented data management strategies.
Manage Data Elements within domain or sub-domain in accordance with the needs of business users.
Manage new data initiatives and define standards for data.
Manage access and provisioning by:
Defining access permission plan in accordance with MTB’s information security policies
Monitoring distribution of data from the domain
Approving data provisioning to authorized users
Serving as subject matter expert
Approve necessary Data Sharing Agreements (DSA)
Ensuring data access complies with DSAs and this Policy
Assist with the identification and prioritization of Critical Data Elements.
Approve business rules and other business metadata, e.g., data quality rules.
Assist in tracing Data Elements and document data lineage.
Collaborate with other Data Stewards to coordinate data sharing across the domain.
Approve official sources of data in scope.
Review and approve remediation plans and prioritize the issues to remediate.
Represent the domain at data governance-related meetings and update the Data Owner and Sponsor as appropriate
Ensure the Bank’s data governance goals and objectives are clearly understood by business line data producers, data consumers, product managers, project managers and region/segment leadership.
Drive development and monitoring of data quality and exception reporting for Critical Data Elements used for regulatory reporting, capital planning and significant business functions.
Adhere to applicable compliance/operational risk controls in accordance with Company or regulatory standards and policies.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Complete other related duties as assigned.
Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
 
NATURE AND SCOPE:
Data governance is the overall management of the availability, usability, integrity and security of data employed in the organization.  A sound data governance program includes a governing body or council, a defined framework, and a plan to execute within that framework.  This position is the major coordination point between a significant business unit and the enterprise program. The framework aims to bring consistency and alignment of the shared enterprise data to be managed and monitored centrally for the benefit of all users.
The Data Steward typically partners with the Data Quality Administrator and the Platform Steward to execute on requirements for the domain, including the monitoring of the data within the domain and the remediation of identified data quality issues.
 
MANAGERIAL/SUPERVISORY RESPONSIBILITY:
Oversees team of 2 employees
Participate in several significant business and compliance projects simultaneously.
For major business units, oversee data quality in primary Customer Relationship Management system and up to 10 additional product platforms.
 
MINIMUM QUALIFICATIONS REQUIRED:
Bachelor’s degree in Business, Finance, Accounting, Computer Science, MIS, related field with a minimum of seven years proven and progressive data governance/data management experience or in lieu of a degree a combined eleven years’ higher education and/or work experience, including a minimum of seven years proven and progressive data governance/data management experience. 
 
IDEAL QUALIFICATIONS PREFERRED:
Knowledge of the business processes, products and system used in the business line.
Strong project leadership and management skills to lead organizational change to effectively meet strategic and tactical goals.
Effective leadership experience, including ability to balance team and individual responsibilities, build teams and consensus, get things done through others not directly under position’s supervision and work ethically and with integrity.
Skilled at getting individuals, teams, and an entire organization to perform at a higher level and to embrace change.
Ability to lead and manage team in executing on enterprise initiatives.
Excellent verbal and written communication skills.
Basic understanding of logical data architecture.
