Basic Function
The Compliance Testing Manager serves as a leader of the team supporting the Principal Compliance Managers (PCMs) responsible for ensuring that designated business units have strong compliance controls. This position manages multiple regulatory compliance examinations ensuring the timely and professional execution of the examinations in accordance with professional and procedural standards.
Position Responsibilities
Oversee planning and execution of testing, including multiple simultaneous tests across a defined testing portfolio.
Review work papers of all Testing Analysts, and provide related feedback to Testing Analysts.
Draft recommendations to communicate substantive testing issues and control execution weaknesses.
Review test findings with testing management and other compliance officers to confirm validity of issues; make recommendations to Senior Compliance Testing Manager regarding the appropriate tier rating of identified issues.
Ensure testing engagements are completed within established timeframes and/or provide early escalation of anticipated delays to senior management.
Serve as knowledge resource and coach for all staff.
Adhere to applicable compliance/operational risk controls in accordance with Company or regulatory standards and policies.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Interact and coordinate with peers and all levels of management to achieve high quality results.
Work with the Compliance Testing Group Management Team to set the overall direction of the department including strategic management and development of testing methodology and provide assistance in other special projects as necessary.
Exercise usual authority of a manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
Complete other related duties as assigned.
Nature and Scope
The position works independently with limited oversight from management, is required to exercise independent judgment and discretion.
The position collaborates extensively with (a) Corporate Compliance subject matter / business line deputies to understand applicable legal and regulatory requirements, (b) business unit staff and PCMs to understand work flows and processes and (c) Internal Audit as a resource for review and coordination of testing plans and methods (to assure that testing methods used are consistent with those generally used by internal audit).
The position has substantial contact with internal departments / positions within M&T Bank Corporation and its subsidiaries, to include, but not be limited to: Counsel’s Office, Internal Audit and business units throughout the entire Enterprise.
The position interacts with external contacts including Bank Supervisors and Examiners, attorneys and peer at other institutions.
Managerial/Supervisory Responsibility
Manage a team of three to ten Testing Analysts.
Minimum Qualifications Required
Bachelor’s degree in a business-related curriculum 7 years relevant work experience, OR in lieu of a degree, a combined minimum of 11 years’ higher education and/or work experience, including a minimum of 7 years' relevant work experience, inclusive of 1 year of leadership experience.
Proficiency with spreadsheet, presentation, and word processing software.
Ideal Qualifications Preferred
Detailed knowledge of auditing methodology and federal financial service industry regulations.
Related certifications (CPA, CIA, CISA, CAMS or similar)
Proven leadership skills, with the ability to develop and motivate teams.
Strong analytical and negotiating skills. Ability to handle conflict.
Ability to communicate verbally and in writing to all levels of management
Ability to coordinate and work collaboratively with internal and external contacts on a daily basis
Experience in leading project initiatives
