Basic Function:
Manages a construction administration and support team.  Manages assignment of the loan portfolio to staff, and their compliance with regulatory requirements covering construction loans.  Provides guidance and assistance in resolving complex problems of assigned team.  Serves as secondary point of contact for all borrowers, lenders, and third party vendors to resolve construction loan-related questions and issues.  Serves as primary point of contact for all internal customers and managers within the Bank.  Responsible for closing, servicing and asset management of an assigned portfolio of the most complex commercial real estate and multifamily residential construction loans originated by Commercial lenders.  Leads department-wide projects/initiatives to increase efficiencies and controls.
 
Essential Position Responsibilities:
•         Manage Construction Administration and support team and workflow and assignment of construction loans to team members.
•         Manage a highly-complex portfolio of commercial real estate and multifamily residential construction loans.
•         Review commitment letters and underwriting files, complete escrow analyses, review closing statements, work with closing attorney, borrower, investors and participants, and coordinate post-closing follow-up for most complex construction loans to ensure completeness of requirements before loan funding / disbursements.
•         Review and approve draw requests completed by Administrators to ensure full completion and appropriate documentation.  Review and approve closing and post-closing related statements, escrow disbursements, settlement statements, commitment letters, underwriting files and loan funding on construction loans of assigned team to ensure completeness and accuracy, as well as compliance with pertinent internal policies and external regulations.
•         Manage funding and payments and collect and analyze loan documentation for a portfolio of most complex commercial real estate and multifamily residential loans.
•         Identify critical risks or project setbacks through careful analysis of submitted documentation such as budget allocations, title documentation, site inspections, etc.
•         Work with contractors, sub-contractors, vendors, engineers/inspectors, attorneys, Relationship Managers, and borrower to acquire necessary documentation and resolve any project issues that arise. Manage escalated issues identified by staff.
•         Monitor loan payments, tax payments and insurance coverage and premium payments to ensure they are being paid; communicate with borrower on erroneous or late payments to ensure resolution.
•         Request, review and analyze operating statements, rent rolls and other documentation related to the financial condition of the property.
•         Follow-up with Relationship Manager/borrowers regarding any clarification questions on information provided.
•         Identify and mitigate any portfolio issues, such as inconsistencies and inefficiencies affecting the department.
•         Communicate with the Relationship Manager/borrower regarding any deficiencies or issues discovered during analysis of all submitted documentation to ensure completeness and accuracy of all documentation supporting the loan.
•         Work with other Team Leads to develop and implement policies and procedures for day to day operations of department.
•         Stay abreast of changing product lines, internal policies and procedures, investor and/or participant requirements, policies and procedures and external regulations that may impact commercial real estate and multifamily residential construction loan activities.
•         Exercise usual authority of manager concerning staffing, performance appraisals, promotions, salary recommendations, performance management and terminations.
•         Serve as secondary point of contact for contractors, sub-contractors, vendors, engineers/inspectors, attorneys, and all third parties related to construction projects; serve as main point of contact for customers, vendors, and peers within the Bank on construction loan-related issues.
•         Manage department-wide projects and initiatives.
•         Complete other related duties as assigned.
•         The position is responsible for servicing a portfolio of most complex commercial real estate and multifamily residential construction loans and is critical to the day-to-day operations of the business.
•         The position works directly with Group Managers and Credit to ensure all construction projects adhere to the conditions outlined in the Loan Agreement, follow regulatory standards, and maintain the approved schedule and budget within Credit Policy. When not adhered to, the position discusses the specific situation with the Relationship Manager to determine the proper handling. The position contacts Group Managers for any issues requiring escalation.
•         The position is responsible for hands-on management of the portfolio, workflows and staffing.
•         The position is responsible for owning multiple customer relationships while providing a positive customer experience and high level of expertise to help ensure all construction projects are managed smoothly.
•         The position is responsible for identifying and addressing any discovered risk areas within existing processes to reduce/eliminate Bank risk, inclusive of maintaining currency of procedures.
•         This position will manage a range of 1 - 8 employees.
 
Basic Qualifications Required:
•         Bachelors’ Degree or in lieu of a degree a minimum of four years’ work experience
•         Minimum of eight years’ proven asset management or commercial construction experience to include closing, post-closing, loan administration or underwriting experience or equivalent
•         Minimum of four years proven managerial experience or equivalent
•         Proficiency with personal computers as well as pertinent software packages, loan information systems, and internet applications
•         Strong analytical, organizational, and verbal and written communications skills
•         Ability to interact with all levels of personnel
•         Detail-oriented
•         Ability to be a team player
 
Ideal Qualifications Preferred:
•         Previous bank experience in construction monitoring, loan administration or loan workout
•         Knowledge of Bank policies, procedures and banking regulations
•         Knowledge of loan documentation and construction loan experience
