Job Description

BASIC FUNCTION:
Supports the development, implementation, and execution of various operational risk and compliance related initiatives, systems, and processes;
Assists in providing centralized governance, compliance, and risk management expertise to
M&T Bank Corporation business lines, support functions and managers concerning information security and privacy regulatory compliance and/or risk management and Information Technology and Bank Operations on all applicable information security and privacy regulations concerning financial institutions;
With collaboration from senior team members, provides guidance, testing plans, and/or survey documents to be used by all business units to ensure conformance to established compliance, regulatory, best practice, and risk management programs;
Identifies potential conformance issues, reviews with supervisor or senior professionals, and provides to functional areas requiring improvements;
POSITION RESPONSIBILITIES:
At a high level, understands the function and content of information security policies, standards, procedures, and practices as well as the threats, risks and vulnerabilities at a functional level;
Maintains currency in understanding changes in policy, standards, regulatory and governance compliance requirements;
With assistance from more senior team members, conducts periodic information security policy, standards, regulatory and governance compliance reviews and testing and/or risk assessments throughout the organization and in accordance with the business plan;
Assists business unit constituents in the completion of self-assessments and in understanding how governance and compliance regulations are achieved, documented, monitored, and tested;
Develops, maintains, and executes documented testing plans for applicable policy, standards, regulations and laws pertaining to information security;
Assists with portions of the bank-wide information security program;
Communicates noted exceptions to appropriate business and/or process owners and follows up to ensure corrective actions are implemented;
Leads related projects of low to medium complexity ensuring thorough project plans, attentive project tracking and reporting, and timely completion;
Develops training materials pertaining to policy, standards, regulatory, and compliance requirements; Conducts training sessions as assigned;
Validates integrity of current and/or new policy, standards, regulatory, and compliance requirements;
Designs and/or modifies policy, standards, regulatory, and compliance control procedures; Documents procedures and disseminate to affected parties;
Assists with minimizing the Bank's exposure to potential regulatory and governance penalty assessments that might adversely affect the profitability of M&T Bank;
Adhere to applicable compliance/operational risk controls in accordance with Company or regulatory standards and policies.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Complete other related duties as assigned.
NATURE AND SCOPE:
Works under general supervision of the Cybersecurity Operations Manager or senior-level Cybersecurity Defense Analysts while being afforded some opportunity to exercise independent judgment and discretion;
This position requires regular interaction with non-management, middle management, certain senior management, and business units and partners. It requires extensive contact with operations, technology, and business unit personnel in a training and auditing capacity;
This function is critical to the corporation's ability to meet regulatory, legal, and risk mitigation requirements and to reduce the risk of fine/penalties resulting from non-compliance that would impact profitability;
Interacts and relates with, middle management, supervisors, and staff; Also interfaces with M&T Internal Audit; Compliance; and Risk Management functions; May interact with Corporate Information Security Officer, Chief Counsel's Office, and/or other senior managers; May interact with external professional organizations supporting areas of expertise;
Assists with documenting and communicating proposed new approaches, methods, technologies, or breakthroughs in area of expertise;
Interacts with various internal and external audit/regulatory examination personnel;
Represents information security governance, compliance, and risk management function on committees, ad-hoc projects, etc. as assigned;
May assist with replies to questionnaires sent to the bank and follows up on questions or comments to external agencies when required;
MANAGERIAL/SUPERVISORY RESPONSIBILITY:
Understands how own team fits into the structure of M&T Bank; Understands some operations and compliance regulations;
May direct activities of project participants but does not have direct supervisory responsibilities;
MINIMUM QUALIFICATIONS REQUIRED:
Bachelor’s degree in Computer Science, Information Assurance or related discipline and a minimum of 2 years professional experience, or in lieu of a degree, a combined minimum of 6 years higher education and/or work experience including a minimum of 2 years professional experience.
Understanding of system development life cycle.
Knowledge of application development support software and hardware platforms.
Technical background in mainframe and/or distributed computing environments.
Demonstrated high aptitude for complex problem analysis and resolution.
Ability to actively participate in technical analysis walkthroughts.
Capable of quickly learning new technical skills.
IDEAL QUALIFICATIONS PREFERRED:
Minimum of 2 years professional experience in cybersecurity or information technology.
Demonstrated principled work practices and sound professional ethics.
General understanding of Bank systems and processes.
Ability to work well as a member of a team.
Ability to handle several activities simultaneously in an organized fashion.
Sound analytical abilities.
Sound problem-solving skills.
Demonstrated written and verbal communication skills.
Detail-oriented.
Demonstrated familiarity with development and implementation of policies, standards, and procedures.
