International Trade Compliance Specialist Montgomery Park - Baltimore, MD  
Basic Function:
Responsible for oversight compliance with respect to laws and regulations applicable to International Trade Finance and Corporate Compliance.  Interact with business unit personnel, Corporate Compliance, Relationship Managers, and middle and senior management to ensure compliance with laws and regulations.  This position works under the general supervision of the International Operations Manager but is required to exercise independent judgment and discretion.  
  • Serve as primary liaison between ITF Operations, ITF Sales and Corporate Compliance for development of new Compliance related standards and programs.
  • Responsible for testing efficacy of TPS Bridger processing in accordance with M&T Standards.  Ensure system adheres to current updates from OFAC and FinCEN lists.
  • Interface with internal audit and Compliance Testing Group for periodic audits/process reviews.
  • Design and document policies and control procedures requiring knowledge and understanding of laws, common law and regulations applicable to the subject matter.  Functions may also include the review and approval of policies and procedures across multiple business lines to facilitate consistent development and documentation of the same.

  • Provides guidance and support to business unit staff, senior and middle management within International Trade on the development of specific curriculum and training materials concerning policies and control procedures used within the business line to assure compliance.
  • Serve as chairperson for ITF Compliance SME team, including cross-training for select Compliance functions.
  • Complete transaction and due diligence reviews, including decisioning of approval or declination.
  • Responsible for oversight and maintenance of Foreign Financial Institution - With Ongoing Relationships (FFIWOR) Program.
  • Review and decision potential hits from transaction based denied party screening.
  • Prepare and submit routine regulatory reports.
  • Assist with multiple project initiatives within the department including planning and implementation of new methods and procedures to improve operational efficiency and controls.
  • May represent the department on projects with other groups throughout the bank. 
Minimum Requirements: Bachelor's degree or the equivalent in work experience with a minimum five years' banking / compliance or other relevant experience.
Proficient personal computer skills to include spreadsheet, word processing, presentation and database systems.
Ability to use internet to access and download regulatory compliance information available on government and corporate websites.
Knowledge of organizations, operations, systems and practices applicable to Compliance and/or International Trade.
Ability to read and understand laws, regulations and common law applicable to subject matter.
Ability to apply laws, regulations and common law principals to practices within business unit and assist in the development of clear policies and procedures designed to assure compliance with them.
Ability to communicate orally and in writing with senior/middle management. Ability to prepare reports for internal and external use.
Ability to coordinate and work collaboratively with internal and external contacts on a daily basis.
Skill to diplomatically deal with and respond to internal and external requests. Ability to exercise judgment and sound discretion and understand when escalation and/or formal legal interpretive advice is needed.
Ideal Requirements: CAMS Certification. 
Knowledge of bank-wide policies and procedures. 
Familiarity with documentary trade (letter of credit and collections) as well as Standby letter of credit terms and conditions.
