Job Description

Basic Function
Provide centralized compliance expertise to divisional businesses in order for management to assess the operation and data processing implication of business decisions that involve legal, regulatory, or compliance risk. Oversee the development and implementation of operational risk and compliance related initiatives for the businesses.

Essential Position Responsibilities
Analyze and interpret regulations to determine the relevance to business lines. Develop and implement appropriate policies and procedures to ensure compliance with regulations. Maintain compliance policy and procedures manual.
Provide client education within the businesses by conducting compliance training sessions for various businesses and providing compliance expertise to business units to ensure that adequate departmental training exists as well as compliance policies and procedures are understood and followed.
Validate the integrity of current compliance policies and procedures by overseeing periodic compliance reviews and self-testing throughout the businesses.
Develop and review the results of self-audits with the businesses. Correct process deficiencies uncovered by audits and businesses.
Interface with banking regulators by serving as a principal contact point for dealings with federal and state regulators. Act as a consultant to the Corporate Compliance department for system and operational functionality. Perform compliance coordination activities for business with Corporate Compliance, Counsel’s Office, and other internal departments within the bank.
Provide input to the Basel operational risk program; determine risk categories, gather and analyze data.
Develop and maintain departmental or divisional Business Continuity program.
Responsible for performing tasks in a manner that are compliant with applicable laws and regulations and / or that serve to help the company be in compliance with laws and regulations that apply to the business line the position supports.
May exercise supervisory authority over staff with respect to staffing, salary recommendations, performance management, employee development, and termination.
The position requires extensive contact with business unit personnel in a testing, training and auditing capacity and works with non-management, middle management, business units / partners, Corporate Compliance, Counsel’s Office, Internal Audit, Finance / Operational Risk, and various examiners including, but not limited to the Federal Reserve Bank of NY, NY State Banking Department, and Office of the Comptroller of the Currency.
The position is responsible for supervising the compliance testing which is critical to the business’s ability to identify issues with meeting regulatory requirements and reduce the risk of fines / penalties resulting from non-compliance that would impact profitability.

Minimum Qualifications
Bachelor's degree in related discipline or the equivalent in work experience.
Minimum five years’ compliance administration / analysis experience.
Minimum two years’ supervisory / work leadership experience preferred.
Proficient in personal computers and software utilized in department.
General understanding of bank systems and processes.
Solid understanding of M&T, general bank operations and systemic functionality.
Proven ability to develop and integrate compliance controls into business flow.
Sound analytical abilities, problem solving and judgments.
Thorough technical compliance knowledge and project management skills.
Excellent verbal and written communication skills.
