This specific ORO II position will be a specialist for internal control testing, challenge of control effectiveness and other significant components of the Operational Risk Management Program. As a member of the Second Line of Defense, the Operational Risk Officer II (“ORO II”) provides effective oversight and critical challenge of the identification, assessment, monitoring, mitigation, and reporting of all significant operational risks and risk practices within the First Line of Defense and throughout the Bank. The ORO II will participate in various risk committees, understand and utilize the Operational Risk Management Framework, and develop, implement and analyze key risk indicators (KRI).
The ORO II is assigned to complex and multi-dimensional business units (BU). In relation to the assigned BUs, the ORO II will escalate significant and/or unresolved risk-related matters to Corporate Operational Risk Management Department’s (COR Management) management.
The ORO II provides critical communication and escalation of risk across the Bank, ensuring that the Bank’s employees and management are aware of existing and emerging risks. The ORO II works closely with various levels within the Bank, including senior management and risk management groups, and collects, analyzes and reports operational risk information, all of which have a direct impact on the Bank’s risk management strategies.
The ORO II serves as both a formal and informal mentor to Operational Risk Officer I (ORO I) position. The ORO II serves as a subject matter expert (SME) in the development of new policies, processes and procedures for the entire corporate operational risk team.

Provide independent oversight and critically challenge the BUs in the following areas, identification, assessment, monitoring, and control of risks, the completion of Risk and Control Self Assessments (RCSAs) based on emerging and ongoing risks, key risk indicators (KRI’s), and risk appetite statement.
Independently test the BUs adherence corporate policies, BU defined procedures, and key operational risk related controls.
Effectively communicate corporate operational risk management expectations to the assigned BU’s, as well as changes in corporate operational risk management policies and standards, existing and emerging risks, and responsibilities of the First Line of Defense.
Escalate significant and/or unresolved matters and events.
Lead or participate in relevant risk management committees and projects that impact enterprise wide risk management, including cross-functional teams to collect and quantify risk-related data, such as capital modeling data, and to validate and report loss data.
Review new products, services, channels and regions, or significant enhancements to the same, in order to understand and assess inherent risks as well as conformance with the risk appetite statement and business strategy.
Participate in peer networks from other institutions and professional organizations to understand industry trends and best practices, to ensure M&T leads the banking industry in risk management.
Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Identify risk-related issues needing escalation to management.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Complete other related duties as assigned.

This position is responsible for effectively communicating operational risk conditions with an emphasis on controlling those risks for assigned BUs. Lack of appropriate controls could lead to monetary loss for the Bank and/or regulatory criticism, which could result in a decrease to the Bank’s rating by the Federal Reserve Bank. This position communicates directly with Senior, Middle and Line Management and must collaborate with business partners on risk management; often serving as an active participant in BU working committees regarding projects to mitigate operational risk. Additionally, this position may support bank-wide projects.

The ORO II may have supervisory responsibilities of the ORO I.

Bachelor’s Degree and a minimum of five years’ banking/finance experience including three years’ experience in risk management, compliance, audit or strategic consulting, or in lieu of degree, a combined minimum of nine years’ higher education and/or work experience including three years’ experience in risk management, compliance, audit or strategic consulting.
Experience leading cross-functional project teams.
Advanced knowledge of risk analytics including the development, implementation and use of all relevant decision technologies within an operational and regulatory compliant framework.
Proficient with word processing and spreadsheet software.
Understanding of profitability and loss.
Excellent verbal and written communication, cross-functional collaboration and management skills.
Demonstrated expertise in advanced analytic and risk management techniques,

MBA or Master’s Degree preferred.
4 years internal control testing experience
Confident in complex and uncertain situations.
Strong organizational and resource management skills.
Ability to communicate concepts/theories and develop alternative recommendations.
Ability to make effective presentations to all levels of the organization.
Ability to maintain solid working relationships with business partners.
Working knowledge of the Bank’s computer systems/environment and software packages.
Ability to handle and effectively address conflict.
