Manager Description:

Focus on the day-to-day operations of our platforms ensuring service availability, scalability and reliability. - Listen to, prioritize, and document requests and issues, ensuring resolution and follow-up. - Excellent troubleshooting skills and the ability to work on multiple concurrent project\\initiatives - Tracking and investigating production issues. - Provide detailed documentation on the current issue you are investigating and what needs to be done to resolve the issue. - Follow incident management and change management processes. - Monitor compliance with service level agreements. - Improves system performance by identifying problems; recommending and making system changes. - Perform audits, recommend and implement quality control measures around the performance, reliability and scalability of the IT assets. - Develop monitoring, dashboards, escalations and alerts. - Apply technology and operational best practices in designing and implementing standards and capabilities to our platforms. - Participate in an on-call 24x7 rotation. Base Qualifications - Bachelor’s degree in computer-related field or equivalent experience. - 5 years of Systems Administration. - Expert in discovering and solving production issues. - Expert in identifying monitoring gaps and proposing fixes and enhancements. - Experience with developing and implementing monitoring scripts. - Experience with Microsoft Windows Server is required - Experience with Linux Server is a benefit but is not required - Experience with the setup, configuration, administration and maintenance tasks for IIS 7.0, 7.5, 8.0, 8.5 for .Net sites - Experience with the setup, configuration, administration and maintenance tasks for FTP sites on Windows servers - Knowledgeable in building systems requirements to improve overall system reliability and performance. - Knowledge & experience with all aspects of computer systems project life cycle. - Knowledge of server configuration, administration and maintenance tasks for Windows 2008 and 2012 servers - Knowledge of Windows & Linux scripting (WMI, PowerShell, VBS, Bash, Perl, Python) - Knowledge of Networking, Active Directory, Firewall and Network Load Balancer needs for customer traffic - Self-starter motivated to make continuous improvements. - Excellent oral and written communication and interpersonal skills. - Ability to translate technical concepts into non-technical terms. - Must have strong business assessment & requirements gathering skills. - Must possess strong analytical, organizational, presentation and problem solving skills. Technical Skills Below are some of the specific skills that we are looking for in a resource. - Experience with SAS products support on both Windows and Linux OS is a benefit. - Experience in automation and establishing repeatable procedures. - Experience with monitoring tools. - Experience with Web/Application Server Administration - Apache, Tomcat/JBoss, WebSphere, IIS. - Experience with system design for high availability multi-server multi-site environments. - Experience keeping mission critical systems running and performance tuning. - Experience with scripting languages, such as JSON, Powershell, Ruby, Perl, Python, Bash. - Knowledge of server configuration, administration and maintenance tasks for Linux and Windows servers. - Knowledge of Networking, Active Directory, Firewall and Network Load Balancer needs for customer traffic

Function:
Provides designs, specifies information systems solutions and highly technical direction in the development of new or existing applications to solve basic to complex problems or enhancements. Acts as principal application designer for major modifications effectively using analytical skills, technical skills, available technology and tools in the evaluation of client requirements and processes. Provides technologically sound solutions. May complete day to day support activities and special projects. Often directs and monitors the activities of junior staff.

Responsibilities:
Complete and oversee basic to complex systems analysis, design and development efforts.
Play a key role as an individual contributor on complex projects.
Maintain an excellent functional understanding of the supported application(s).
Direct and monitor junior resources, plus coordinate development tasks on small to large scope projects.
Prepare and manage the technical component of project plans.
Participate with other development staff, operations staff and Technology staff in overall systems development direction from technical analysis to user acceptance testing.
Prepare and review test data and execute detailed test plans.
Complete any required debugging.
Evaluate and understand complex interrelationships and effects among programs, interfacing
applications and platforms.
Provide highly analytical consulting and leadership in identifying and implementing new uses of information technologies to assist business units in meeting strategic objectives.
Prepare thorough, clear technical specifications and functional specifications, and update systems documentation.
Prepare charts, tables and diagrams to assist in analyzing problems. Review documentation prepared by more junior development staff.
Prepare and review assessments to include required tasks, estimated time frames and effort for any scope project.
Maintain efficient operation and effectiveness of supported applications. Recommend new technology, policies or processes to benefit the organization and improve deficiencies. May lead or participate in technical evaluations of vendor software.
Follow and promote the use of development standards and procedures.
Maintain a good understanding of the business being supported and its functions, processes, operations and strategic direction.
May assist in developing expense and capital budgets.
Monitor employee performance and may prepare annual appraisals.
Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Identify risk-related issues needing escalation to management.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Complete other related duties as assigned, which may include playing a lead role in due diligence, cost/benefit analysis or business study activities.

Required Qualifications:
Associate’s degree and a minimum of 5 years’ systems analysis/application development experience, or in lieu of a degree, a combined minimum of 7 years’ higher education and/or work experience, including a minimum of 5 years’ systems analysis/application development experience
Proficiency with personal computers as well as pertinent software packages
Capability of working on multiple projects of a complex nature
Prior experience effectively using project management, word processing and spreadsheet applications
Excellent problem-solving skills to assist in issue resolution
Familiar with application development software and hardware platforms
Strong verbal and written communication skills
Strong organizational and time management skills
Strong lateral thinking skills
Proven presentation skills
Prior experience coordinating between Applications and business units
Prior experience driving project milestones and delivery dates
Prior experience recommending and implementing systems solutions
Detail-oriented

Preferred Qualifications:
Subject matter expert in business with knowledge or experience utilizing application/system being supported
Advanced understanding of applications supported with a sound knowledge of interfacing/integrated applications
Understanding of the Bank’s application framework
Ability to work in a team environment as well as autonomously
Ability to multitask for various components of complex projects
Advanced knowledge and focus of the entire system to work on projects outside of normal BAU
Action-oriented and pro-active
Ability to understand businesses supported and its’ terminology
