Systems Manager I - ACH/Wire Payments Buffalo, NY  
THE OPPORTUNITY: 
Manages the activities of several technology Team Leaders or units and is responsible for each Team’s/unit’s development and systems support efforts. Provides short and long term strategic direction for the units and applications in line with the goals of department and the clients they support. Responsible for managing client relations and expectations. Manages the project queue for their area. Strives to achieve individual and organizational objectives at minimum cost.

ESSENTIAL POSITION RESPONSIBILITIES:
Consults with client management in the analysis of short and long range business requirements and recommends innovations that anticipate the future impact of changing business requirements. Responsible for building a positive client relationship.

Responsible for monitoring the technology direction of the industry and vendor applications. Researches and initiates change to the status quo, when necessary. Responsible for vendor / product analysis and recommendations.
Builds rapport within the organization. Develops a professional level of communication and cooperation. Maintains relationships with vendors and professional organizations.

Organizes and controls the activities of the teams, assigns personnel to various projects and directs their activities. Ensures completion of schedules. Responsible for short and long term FTE planning. Coordinates activities with other managers.

Responsible for implementing technology consistent with division’s standards and long range plans. Ensures adherence to all department and technology standards and procedures, including all documentation requirements.

May translate requirements to assist staff in preparing detailed specifications for system enhancements. Recommends designs based on business requirements and technology requirements. Identifies issues and concerns.

Monitors project plans; may coordinate major project activities. Keeps abreast of activities outside the team that may impact the team or client environment.
Completes status reports and must be able to present projects, status or activities to senior management. Responsible for performance appraisals, promotion and salary recommendations, and terminations.

Must be able to develop and manage multiple cost center budgets.

Recommends and initiates new policies and procedures which will improve the performance and effectiveness of the department.

Demonstrates a strong understanding of the business environment and needs within the area of responsibility. Ability to understand technical, business and operational impacts of a project or problem.

Responsible for the job growth and career development of staff members by providing training plans, guidance and sharing knowledge. 

NATURE AND SCOPE:
(supervisory, nature of contacts, scope of responsibilities, etc)
The incumbent works under the supervision of a Department Manager.
The Systems Manager is responsible for managing all aspects of multiple teams, including resource, project and vendor management.
The incumbent interacts with senior management, other technology personnel, clients and vendors.
The Systems Manager is responsible for long and short term strategies and creates a unified direction. The incumbent advocates new initiatives and demonstrates support of senior management decisions and direction. 

MINIMUM QUALIFICATIONS REQUIRED:
Minimum of two to four years college with at least eleven years experience in management and a systems development environment, or an equivalent combination of education and experience.

Minimum five year’s management
Experience with ACH/Wire systems
Experience on large system enhancements, conversions and production problem resolution.

Requires a complete understanding of the system development life cycle and of the Bank’s enterprise architecture.

Requires familiarity with application development support software and hardware platforms.
 
IDEAL QUALIFICATIONS PREFERRED
Bachelor’s degree in Computer Science or related discipline
An understanding of multiple business area’s functions is preferred.

TECHNICAL KNOWLEDGE AND SKILLS
Ability to effectively use project management, word processing and spreadsheet applications.

Excellent problem solving skills to assist in issue resolution.

Good understanding of the Bank’s application framework.

Familiar with application development software and hardware platforms.

Excellent oral and written communication skills with the ability to effectively present to the target audience.

Requires excellent analytical, organization, project, and time management skills, strong judgement, and management skills, and the ability to work effectively with clients and IT management and staff personnel. Knows how to work within the organization; understands the agendas and perspectives of others.

Encourages teamwork and acts as a role model when leading and directing others.

Must be able to assert ideas and gain support and commitment from others.

Experience and skill in managing across functional and organizational lines.
Must be proactive.

Self motivated and able to motivate others.

Ability to handle multiple tasks.

Aware of the Bank’s business plan and strategic objectives with the ability to shape direction.
