Technical Engineer IV - Perimeter Engineering

Job Description:
The Technical Engineer IV - Perimeter Engineering is responsible for architecture, design, deployment, maintenance and management of the Bank’s Enterprise Proxy / Cloud Access Security Broker (CASB) Solutions.
Duties include:
  • 3rd level troubleshooting of issues, vendor relationship and license management, business continuity planning, capacity planning, audit /compliance, disaster recovery and platform maintenance.
  • Responsible for drafting support documentation, the cross-training of operational team members and 7x24 third level support call rotation.
  • Assist in establishing and enhancing regulatory and compliance processes.
  • Responsible for engineering security technology solutions following all relevant best standards and practices.
  • Provide technical knowledge as input into standards creation and update on an ongoing basis as products and technologies evolve.
  • Complete technical security deliverables on assigned projects
  • Responsible for working with the Project Office (project management), ensure projects are resourced correctly and from this that they meet deadlines and budgets.
Work closely with Technology management, senior engineers and support teams on a regular basis to implement and manage design, development and execution of technical solutions that meet or exceed the current and future needs of the organization.
Conduct infrastructure architecture and design, research and development of new or expanded systems, creation of technology standards and policies, thorough analysis of user requirements and operational constraints, unit test and system integration and user acceptance testing.
Regularly and independently interact with business partners of varying associate/management levels to ensure clarity of the problem/opportunity and elicit business requirements.
Coordinate vendor interactions and vendor resources as needed.
Mentor and coach less experienced engineers, technicians and integrators. Review documentation, proposals and changes proposed by less experienced staff.
Continuously seek to expand knowledge and understanding of Financial Services trends, practices and technologies.
Follow and promote use of industry best practices, standards and procedures.
Maintain a strong aptitude and working knowledge of M&T applications, systems and development environments.
Maintain a detailed understanding of vendor technologies and services used by M&T Bank.
Understand and adhere to the Company’s risk and regulatory standards, policies and controls in accordance with the Company’s Risk Appetite. Identify risk-related issues needing escalation to management.
Promote an environment that supports diversity and reflects the M&T Bank brand.
Maintain M&T internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators as applicable.
Complete other related duties as assigned.

Required Qualifications:
Minimum of 8 years’ experience with Web Proxy Gateway and/or Firewall Services combined higher education and/or experience in systems design, management, and/or architecture
Proven hands-on experience with one or more the Cybersecurity solutions such as Web Proxy/NGFW/Email Security Gateways, CASB, SIEM, SAML/SSO, DLP, Data Encryption technology.
Working experience with Forcepoint Secure Web Gateway or Skyhigh CASB solutions desired.
Advanced knowledge of TCP / IP networking and protocols
Working knowledge DNS/HTTP/HTTPS/PKI Certificate technology.
In depth understanding of Network Ports, Network Address Translation and Access Lists.
Possess utmost troubleshooting skills in the areas of security and networking.
Ability to take and read packet level network traces
Solid understanding of VPN, Proxy Servers and/or Firewall Gateway solutions.
Ability to create network / system diagrams with Microsoft Visio.
Red Hat Linux administration experience preferred.
Working knowledge of PowerShell or VBA scripting a plus. Minimum Qualifications:
Strong understanding of the system development and infrastructure lifecycle and architecture, vendor best practices, IT Service Management and systems design
Preferred Qualifications:
Bachelor’s Degree in Computer Science or Computer Engineering, and a minimum of 8 years’ professional experience in a technical engineering position involving infrastructure design technologies, data management and interchange, system design and/or development for complex applications
Ability to translate complex business/functional requirements into structured high quality implementations using any variety of industry standard approaches
Demonstrated advanced technical and analytical, troubleshooting and problem solving skills
Verifiable knowledge and advanced expertise in industry and / or vendor technologies
Ability to meet with clients of varying levels to gather, document, and analyze system specifications and requirements, work closely with integrators, developers, and testers in the fast-paced environment
Ability to work both independently and collaboratively with others in team environment
Ability to use effective facilitation skills and techniques to elicit and review requirements from a diverse range of stakeholders and group size
Understanding of how the people, processes and technology within an organization interact in relationships and patterns to create a feasible solution on projects of medium to high complexity
Excellent written and verbal communication skills
Effective influencing skills
Process-oriented, logical thinker
Strong knowledge of server/client and virtual technologies
Ability to complete complex tasks with minimal supervision
