Technical Manager – Desktop Engineering
Buffalo, NY

Responsible for the management of all activities related to the successful planning, documenting, testing and implementation of all work performed by the Desktop engineering team, whether by the request of the client, internal to the department or the result of a problem relating to an application or service. Provides detailed direction and performs specialized analysis and research of systems modifications to solve any scope problem or enhancement.

  • Manages and oversees the day to day operations of desktop engineering team
  • Ensures adherence to all department and technology standards and procedures, including all documentation requirements.
  • Responsible to all application codes and service SLA’s within Desktop Engineering.
  • Responsible for KRI’s for Risk and Compliance for Desktop services.
  • Responsible for ensuring the team publishes current desktop technology roadmaps.
  • Assigns resources and monitors progress of all assignments
  • Ensures completion of schedules.
  • Responsible for short and long-term FTE planning, forecasting and staff time reporting approvals.
  • Contractor management; leveraging the procurement collaboration process, selecting the right skills sets, Onboarding each and ensuring to follow current established procedures for non-employees
  • Oversees engineering development and deployment efforts
    • Includes reviewing specifications, preparation and execution
    • May be called upon to coordinate the completion of inter-team efforts.
    • Translates requirements to assist staff in preparing detailed specifications for enhancements.
    • Recommends direction based on business requirements and technology roadmap.
    • Identifies issues and concerns.
  • Ability to act as a liaison to review priorities and manage the overall client queue.
  • Builds rapport within the organization.
  • Effectively communicates and develops a professional level of cooperation across the organization.
  • Maintains efficient operation and effectiveness of supported applications and services.
  • Recommends new technology, policies or processes to benefit the organization and improve deficiencies.
    • Lead technical evaluations of vendor software.
  • Completes status reports and must be able to present projects, status or activities to senior management.
  • Demonstrates a strong understanding of the technology environment and needs within the area of responsibility.
  • Ability to understand technical, business and operational impacts of a project or problem.
  • Responsible for the job growth and career development of staff members through personal skills transfer, team cross training, fostering personal development, and securing appropriate internal and external training.
    Responsible for performance appraisals, promotion and salary recommendations.
  • Must be able to contribute to the development of a cost center budget maintaining forecast and adherence to plan with monthly variance validation.
  • Recommends and initiates new policies and procedures which will improve the performance and effectiveness of the department.
  • Technology Exploration, Technology Innovation and new Technologies to provide solutions for TI & Business needs • Collaboration with Central Technology to assist in creating tactical and long-term solutions that are built with Resiliency, provide Business Continuity and Disaster recovery and supports the banks directives and strategic direction.
  • The incumbent works under the supervision of a Technology Senior Manager.
  • The Technical Manager is responsible for managing all aspects of the team’s responsibilities, which could include problem resolution, systems development and day to day activities.
  • This position assumes responsibility for developing and managing resources and budgets.
  • The incumbent provides an environment that encourages teamwork and provides opportunities for continued staff development.
  • The Technical Manager provides backup to the Technology Senior Manager, as required.
  • The incumbent may be called upon to serve as a technical representative on committees, ad-hoc projects, etc.
  • The Technical Manager interacts on a regular basis with IT staff and the client, as well as vendors.
The Technical Manager manages a team of approximately 8 employees.


  • Associates’ degree and a minimum of 10 years’ technology or systems management/leadership experience, or in lieu of a degree, a combined minimum of 12 years’ higher education and/or work experience, including a minimum of 10 years’ technology or systems management/leadership experience
  • Requires a complete understanding of the system development life cycle.
  • Experience with the skills, application(s) and functions of the technology area being led preferred.
  • Requires familiarity with application and hardware platforms.
  • Ability to effectively use project management, word processing and spreadsheet applications.
  • Very good problem-solving skills to assist in issue resolution.
  • Good understanding of the bank’s technology framework.
  • Familiar with software and hardware platforms.
  • Able to lead design and specification walkthroughs.
  • Excellent oral and written communication skills with the ability to effectively present to the target audience.
  • Requires excellent analytical, organization, time, and quality management skills, strong judgment, and the ability to work effectively with clients and IT management and staff personnel.
  • Detail oriented and uses sound judgment.
  • Must be able to assert ideas and gain support and commitment from others.
  • Must be proactive.
  • Ability to handle multiple tasks.
  • Self-motivated and able to motivate others.
  • Encourages teamwork and acts as a role model when leading and directing others.
  • Aware of the bank’s business plan and strategic objectives.
  • Good project management skills.
  • Quickly grasps new concepts.
  • Bachelor’s degree preferred.
  • Previous Technical Manager or Team experence
