Technology Senior Manager

Business Unit and Department Structure:
 
The Risk and Regulation Compliance Technology horizontal is mandated to design, develop and operationalize the end to end framework and technology platform to support all on-going and future finance, risk and regulatory compliance initiatives at M&T bank, and its affiliates. This mandate stretches across enterprise-wide finance, risk, and regulatory initiatives such as CECL, CCAR (Stress Testing), LCR and associated 2052a & NCFSR, AML/BSA, Capital Adequacy, Credit Risk, Credit Scoring, Profitability and others.  The over-arching theme is to develop a robust, unified, scalable & extendable platform across all business lines using consistent data, analytics, work flow and process engineering, and reporting.
 
Team Specific Structure and Responsibilities and Reporting:
The successful applicant must have demonstrated hands-on experience in developing the integrated business logic across Enterprise Wide Finance & Risk Management functions such as profitability analysis, treasury functions, budgeting, capital adequacy, credit risk, etc. This role will ensure all flows in various projects come together logically and functionally and in that capacity will interface with the business, help uphold standards for functional requirements and software specifications working closely with software development managers and  architects ensure a scalable and cost efficient architecture consistent with M&T’s technology direction. The candidate will develop strong partnerships with Finance, Risk, Regulatory Compliance, business lines and methodology teams to define key functional requirements.
The role will report to the Group Vice President of this horizontal.
He/ She will manage and work as part of a distributed development team in the United States and elsewhere. 
Key Accountabilities:
Design and implement a scalable platform working in conjunction with software engineers and users. Contribute to business growth by ensuring cost efficiency of the platform. Proactively chase application portfolio optimization opportunities including retiring applications, optimizing vendor spend and infrastructure costs. Aggressively act as a change agent while adhering to all enterprise governance processes for IT investments and project management approaches. Promote innovative and improved methods to enhance the platform in an efficient and cost efficient manner.
Define best of breed platform leveraging existing components and potential vendor components. Evaluate vendor products for relevant parts of the platform.
Build and manage risk architecture and business analysis teams. Recruit highly motivated, dynamic and knowledgeable risk technology professionals. Provide leadership and direction in fostering a high performance work environment. Spearhead and guide team through change, proactively retaining critical talent and managing capacity of critical skill sets in order to meet transformation needs and achieve strategic goals.
Responsible for Performance Management across the department, including ensuring development plans & performance reviews especially to ensure top & bottom employees are particularly actively managed. Drive communication and performance within the department, to ensure a broad understanding of strategic goals, and how they relate to team and individual objectives. Demonstrate a strong personal commitment to individual development, productivity and achievement.
This is a senior role in technology, and as such requires, balancing trade-offs and managing to tight timelines. The visibility is very high, and requires constant interaction with senior managers across risk, finance, technology, etc.
Finally, as a senior manager, this role is expected to promote a dynamic and agile technology environment, and that supports diversity and inclusion, and reflects the M&T Bank brand and culture. 
Required Qualifications:

Associates’ degree and a minimum of 12 years’ technology management or large program leadership experience, or in lieu of a degree, a combined minimum of 14 years’ higher education and/or work experience, including a minimum of 12 years’ technology management or large program leadership experience
Extensive hands on experience in designing and implementing finance and risk systems at banks and/ or financial institutions. Demonstrated experience across credit, liquidity, market risk as well as regulatory and economic capital is essential. 15 years in finance and risk technology including senior management experience is required.
Sound understanding of current regulatory landscape in the US and globally. Strong strategic thinking skills to stay abreast of emerging risk, compliance and technology trends.  
Strong analytical skills. Detailed understanding of financial products and financial theory.
Extensive experience interacting with risk, compliance, finance, and IT professionals at a senior level. Knowledge and appreciation of what peer banks are accomplishing in the risk, compliance and technology space is important.
Demonstrated leadership experience building and managing multi-disciplinary teams (directly or indirectly) in developing/implementing risk and compliance software platforms at major banks. Global experience and multi-dimensional perspective is desired.
Strong interpersonal and teamwork skills and ability to influence through collaboration. Demonstrated experience in effectively leading others, both through direct report relationships as well as indirectly influencing without direct authority.
Hands on understanding of financial performance metrics aka Profitability Analysis and Reporting for a large financial institution.
Experience building large scale software platforms for finance and risk. Deliver high quality, on time, on-budget projects with agreed business functionality and benefits. Experience in managing large, complex projects that require innovation and the design of new processes.
Good understanding of the Oracle OFSAA platform and technologies, such as, PCMCS, PFT, GL Recon, FTP, etc.
Strong verbal and written communication skills to deal with internal and external constituencies, including senior business leaders, finance, risk, and technology counterparts at M&T, regulators and industry representatives. Demonstrated ability to articulate technical matters to a variety of technical and non-technical stakeholders effectively.
Ability to handle multiple tasks, take on new responsibilities and prioritize work in a deadline-intensive environment. Agile thinking and ability to work under tight timelines. Experience in leading and facilitating organizational change.
